Pengorganisasian (organizing) adalah 

1) penentuan sumber daya-sumber daya dan kegiatan-kegiatan yang dibutuhkan untuk mencapai tujuan organisasi, 

2) perancangan dan pengembangan suatu organisasi kelompok kerja yang akan dapat membawa hal-hal tersebut kearah tujuan., 

3) penugasan tanggung jawab tertentu dan kemudian, 

4) pendelegasian wewenang yang diperlukan kepada individu-individu untuk melaksanakan tugas-tugasnya. Fungsi ini menciptakan struktur formal dimana pekerjaan ditetapkan, dibagi dan dikoordinasikan (Handoko, 1999: 24).

c. Penggerakkan

Setelah rencana ditetapkan, begitu pula setelah kegiatankegiatan dala rangka pencapaian tujuan itu dibagibagikan, maka tindakan berikutnya dari pimpinan adalah menggerakkan mereka untuk segera melaksanakan kegiatan kegiatan itu, sehingga apa yang menjadi tujuan benar-benar tercapai (Shaleh, 1977: 101).

d. Pengawasan

Fungsi keempat dari seorang pemimpin adalah pengawasan. Fungsi ini merupakan fungsi pimpinan yang berhubungan dengan usaha menyelamatkan jalannya kegiatan atau perusahaan kearah pulau cita-cita yakni kepada tujuan yang telah direncanakan (Manullang, 1982: 171).

Terry, pengawasan dapat dirumuskan sebagai proses penentuan apa yang harus dicapai yaitu standar, apa yang sedang dilakukan yaitu pelaksanaan, menilai pelaksanaan dan bila perlu melakukan perbaikan-perbaikan, sehingga pelaksanaan sesuai dengan rencana atau selaras dengan standar (Purwanto, 2006: 67).
